Teacher Incentive Fund grants 

On Monday, October 23, 2006, Secretary of Education, Margaret Spellings announced $5.5 million in Teacher Incentive Fund (TIF) grants for four districts in Ohio (Cleveland, Cincinnati, Columbus and Toledo) to reward teachers and principals who raise student achievement and to attract and retain educators who agree to teach in high-needs schools. Grants can also be used for the design and implementation of performance-based compensation systems provided the financial incentives are based primarily on gains in student achievement. The department is expected to release an additional $36.5 for TIF programs in the coming weeks.

While some districts employing AFT members have applied for TIF grants, we do not believe this approach will be effective in recruiting and retaining teachers in high-needs schools...

Paraprofessional Assignments Survey 

One provision of the NCLB law is that a paraprofessional may not provide any instructional service to a student unless the paraprofessional is working under the direct supervision of a teacher. What this effectively means is that paraprofessionals SHOULD NOT be working as substitute teachers in their regular assignment or in another classroom.
